When to use it

Use for currency conversion. ECB reference rates are published on business days, so weekend and holiday requests use the last published rate. Not a trading or exact bank quote.

`from` *	`string`	ISO 4217 code, e.g. USD.
`to` *	`string`	ISO 4217 code, e.g. EUR.
`date`	`string`	Historical date YYYY-MM-DD, from 1999-01-04. Omit for the latest rate.
